Counties
County mode is off. Home and search stay open everywhere until the owner turns it on.
A launch county shows Pilot until 10 sellers pass a directory check within 21 days. An admin can extend that window. Then it shows Live. Those sellers keep a Founding Seller badge. Everywhere else stays on the waitlist.
